We meet on a quarterly basis where we share the chairing and minute taking responsibilities in rotation.
Regional Update
The Yorkshire & Humberside region has a well established and organised programme of meetings. They are well attended meetings with IRO Manager representation from all local authorities within our region. Meetings are held four times a year and have allowed the region to maintain an eye to the impact of the changes to IRO services and to local government children’s services.
In addition to a well-established IRO Practitioners forum, which meets four times a year at various locations around the region, we have continued to provide conferences for IROs as part of our programme of workforce development.
Themes for discussion in 2016 have included the impact of austerity measures and budget cuts, workload pressures and capacity and pressures on children’s care placements. The region has been looking at its performance data sets and the information captured in IRO Annual Reports.
Consideration has been given to the implications of the Children & Social Work Bill with a particular interest on innovation by Local Authorities within the region who are Ofsted ‘Good’. Leeds for example are looking at ‘lighter touch’ child looked after reviews with a clearer focus on children’s initial permanence plans. Hull have also produced guidance on lighter touch reviews.

IRO Practitioners forum
IRO regional conference is on 29/11/16, Sheffield Town Hall. The agenda includes presentations on DOLS & Deprivation of Liberty. Migration Yorkshire on unaccompanied asylum seeking children & the national dispersal scheme. Isabelle Trowler is speaking about the contribution of IROs to change & improving the outcomes for children in care. This will be followed by the opportunity to ask her questions & then table top discussions picking up both what she has said & the current national debate around the future role of the IRO – what could change, what shouldn’t & how the role can be strengthened in the current financial climate.
Been with Yorkshire & Humber region IROs. Got a bit of a kicking & some v strong & articulate push back. Good. SW spirit. On we go!
