This briefing paper highlights the main findings of a rapid research project undertaken during April 2020 by Professor Elsbeth Neil, Ruth Copson, and Dr Penny Sorensen at the Centre for Research on Children & Families, University of East Anglia.

It was commissioned in order to try to urgently understand what means agencies were putting in place to support children to keep in touch with their birth families, and how this was working—especially for children.
