Government plans to reform children’s social care in England: CASPAR briefing

In February 2023, the Department for Education (DfE) set out its plans to reform children’s social care in England. 

The NSPCC briefing summarises the proposals included in three documents published by the DfE:

  • Stable homes, built on love: implementation strategy, which sets out the government’s long-term plan to transform children’s social care 1
  • Children’s social care national framework, which outlines principles for practice in children’s social care, the outcomes they should be aiming for, and the indicators used to measure them2
  • Child and family social worker workforce, which proposes new rules on employing agency workers in children’s social care.3
